Point in Time
The Point in Time Survey is a one-time, annual count of all sheltered and unsheltered homeless families and individuals in the state.
The Point in Time (PIT) is critical to both telling the story of homelessness in West Virginia, which also serving an important function in justifying the need for housing for the homeless through HUD's Continuum of Care (CoC) Grant Competition process. Without a Point in time Count (or a complete one), the chances of scoring favorably on the Continuum of Care Application are greatly reduced.
